General manager John Jordan was tasked with reviewing the operations of council when he started in the role about one year ago.
The review was completed in December last year, leading to an organisational restructure.
The council maintains the review resulted in a number of role changes and the recruitment of additional staff, while a small number of employees elected to take voluntary redundancies over redeployment - or other options available under the council's enterprise agreement.
IN OTHER NEWS:
Mayor Wayne Johnston said all organisations needed to review their operating procedures in order to improve efficiency.
He said the review found that investment was needed to improve the IT and accounting systems used by council.
"We need to be in a position to effectively respond to the changing expectations of our residents. We have a responsibility to deliver the right services in an efficient and contemporary way," Cr Johnston said.
"We have been working on succession planning, to ensure that new staff can benefit from the knowledge of those who are leaving the organisation."
Cr Johnston said the restructure would involve the council transitioning services online to improve efficiency.
He said things like dog registrations - which traditionally required community members to visit the council chambers to complete - will now be done online.
Meanwhile Neil Grose has resigned from his position as the council's Business and Economic Recovery Manager.
However, his resignation is understood to be unrelated to the restructure.
