In April, the City of Launceston council approved a motion from councillor Rob Soward to conduct a review into the operations of Cityprom.
The organisation is owned by the council, but Cr Soward asked to review the body and assess whether the needs of the Central Business District are being effectively addressed.
Councillor Soward said the review was about being able to get some evidence-based facts about the organisation.
The council approved the motion and asked for it be completed by the end of the year.

City of Launceston council general manager Michael Stretton said the review was expected to start in the coming weeks.
The review has not started yet because the council was waiting for the completion of its Shopping in the City report.
"I met with the Cityprom board some time ago and made the call that the review should wait until Dr Louise Grimmer's report was considered by councillors, which occurred at the previous council meeting," Mr Stretton said.
"Now that important body of work is finalised, we will bring forward an expression of interest process, which has been informed by Dr Grimmer's work, and initiate the review."
Mr Stretton said it is not known if the work can be completed by Christmas "at this early stage".
"But we're hopeful," he said.

Cityprom has welcomed the review. Executive officer Steve Henty said every organisation, particularly any that are using member's contributions to improve a city, should be welcoming of independent reviews.
Businesses in the central business district pay a levee, which is collected by the council, to be part of Cityprom. The levee is worth more than half a million dollars.
The proposed review is set to cost more than $20,000.
The motion asked the general manager to engage with stakeholders, including Cityprom, to review the body and to engage with a suitably qualified independent consultant to complete the review.
At the April meeting, the motion for the review was passed. Councillors Janie Finlay, Andrea Dawkins and Tim Walker voted against the review.
Councillors Karina Stojansek and Nick Daking were not at the meeting.
