Cityprom has been described as a "whipping boy" during a time of change during the City of Launceston's council meeting on Thursday.

Councillor Andrea Dawkins made the comment during a discussion of a proposed review into Cityprom.
Cr Dawkins said the review was occurring during a time of change for city.
The motion for the review was put forward by Councillor Rob Soward.
Two business owners spoke in support of the motion. Robin Smith from Coffee Republic said he did not think anything bad would come out the review.
Allgoods owner Chris Cordiner said he has found Cityprom very positive, and encouraging of bringing people into the city.

Cityprom chairwoman Monica Plunkett, and director Andrew Pitt also spoke in support of the review.
Councillor Soward said the review was about being able to get some evidence-based facts about the organisation.
However, some councillors questioned the timing of the review since the council had just announced its Shopping in the City survey. The shopping survey is going to cost more than $16,000, and the proposed review is set to be more than $20,000.
Councillors said they would like the data from the survey to be given back to the council before the Cityprom review so it could be considered at the same time.
As a result the council moved an alternate motion to extend the Cityprom review deadline until the end of 2019, instead of within the next six months.
All councillors spoke about the motion except Jim Cox and motion seconder Paul Spencer.
The motion for the review was passed. Councillors Janie Finlay, Andrea Dawkins and Tim Walker voted against the review.
Councillors Karina Stojansek and Nick Dakin were not at the meeting.
