A proposal for a wellness centre on Charles Street had 18 representations against it put forward, with the council recommending it not be approved.
The application has been refused once before, and withdrawn another time.
IN OTHER NEWS:
The council recommends refusing the application based on the lack of car parking.
"No car parking has been provided on site, pedestrian access is available, but the proposal is solely reliant on on-street car parking," the officer's report said.
"Generally, the use could be seen as consistent with the zone, but it fails this test as it fails to provide appropriate car parking."
The council will also discuss a proposal for a childcare centre within the Door of Hope building at Coats Patons.
Despite the four objections, the council has recommended approving the application.
The childcare centre proposes care for 94 children aged between zero and five years, with 16 staff.
Changes to the existing car park will occur, with 10 drop off bays and 16 staff bays dedicated for the site.
The meeting will start at 1pm at the Town Hall.
