The centre, located at Door of Hope, plans to have about 94 children attend.
A development application, lodged with the City of Launceston council, said the proposal would be a 'long day' care centre, with children aged from zero to five attending.
"Long day child care centres typically operate for at least eight hours a day on normal working days, for a minimum of 48 weeks per year," the application said.
"A total of 16 staff are to be employed at the centre, and shifts would likely be staggered such that not all staff would be on-site during the morning drop-off period, or during the afternoon pick-up period."

The proposed child care centre would consist of six activity rooms, with each one accommodating 12-20 children. Service rooms, such as change rooms, toilets and a kitchen are proposed.
A play area is already on site, but further play area development might occur. Some sections of the roof will be removed to allow the play area to receive solar access.
Asbestos roofing was potentially identified, but would be removed and clearance certificates obtained before the centre started operating.
The proposed child care centre will not be visible from the road, and the existing facade is not expected to be changed.
"The subject site is currently an underutilised warehouse within the complex, and the provision of a child care centre will significantly enhance activity and utilisation of the complex," the application said.
There is an existing car park at the eastern side of the complex. Outside of school hours care already occurs at Door of Hope.
