The JackJumpers are just three imports and one Australian away from finalising their inaugural roster following two-year deals for NBL pair Jarrad Weeks and Fabijan Krslovic.
Two of the imports are likely to be announced t week, while talks with the third are ongoing.
Roth heralded former Hobart Chargers fan favourite Weeks and ex-Cairns Taipans forward Krslovic as great signings on and off the court.
"One thing that's very apparent is the character of the guys we've brought in here - it's been my number one goal to bring in culture builders, guys that are team guys first," Roth said.
"I said all along I might miss on talent - maybe someone might not play to some kind of level - but I'm not missing on character and the kind of people we want walking around the state representing us.
"We have really good players in these seven we signed, but we have high-character guys that want to build culture, that want to do it right.
"I think a few of these guys have a little bit of a chip on their shoulder - they're out to prove people wrong ... I think the state of Tasmania has always been one of those states that are overlooked at times and I think these guys we're bringing in are really high character guys that are going to do right by the state."
A Boomers representative in World Cup qualifiers who starred for the Chargers in 2016, 32-year-old Weeks has represented Sydney, Illawarra and Cairns in the NBL before spending the past five seasons in the New Zealand NBL.
He was part of the New Zealand Breakers side that played home games in Launceston earlier this season before re-joining the Sydney Kings as an injury replacement player in May.
"It was a very difficult season off the court as well as on the court, so I'm looking forward to putting all that behind me, putting my best foot forward and showing the league the player I used to be and the player I still am," he said.
"I loved my time down in Hobart previously. I love the town and everything it has to offer, so to tie that in with a new club starting its journey, it's a really good time to be involved. We've got a big focus on culture and building the right culture."
Standing at 203cm, Krslovic adds more height to the squad and has represented Australia at under-17 and under-19 level.
The 26-year-old spent two years on the Taipans list before winning a full contract two seasons ago.
"Talking to Scott sold me on everything," Krslovic said of his move south.
"A lot of guys spoke about the culture and a values of the club - I think that's a huge part of everyone who's been brought in."
