The Northern Midlands Council mayor Mary Knowles said the low attendance on Saturday was due to the town's weather.
"Poor weather at the weekend proved a disincentive for potential patrons," she said.
"On Saturday only four people attended the new facility, which was open from 2pm to 5pm. Conditions on Sunday were again poor and the decision was taken not to open. However, we have no doubt that once weather conditions warm up, the pool will prove to be an overwhelming success.
"We will continue to open the pool for the community and have received many supportive messages thanking us for doing so."
In other news:
The council opened the pool despite the committee's safety concerns for children having to leave the pool to use public facilities.
Pool users must exit the area to use the public facilities at the Campbell Town Recreation Ground, which was completed in 2019, and concerns focus around the men's facilities as they have multiple entrances.
A decision by the pool committee was made to delay the opening and not sign a lease until concerns were addressed. However, the council pushed on with the opening without the committee.

Committee president Nicole Graham said last season the opening day attracted at least 50 people.
She said an easier long-term solution had been figured out - a lockable door to stop an internal hallway entrance to the men's toilets and a toilet in the existing parents' room.
"We have still had no communication," she said.
"They haven't even informed the community what's going on."
