The council calculated the future operation and development costs for municipality pools in Ross, Cressy and Campbell Town in 2018. The total cost to upgrade the Ross pool was more than $1 million.
In a statement to the council, residents Tim and Wendy Dyer said all of the upgrades were not needed but pleaded with the council to keep the pool open.
The council will consult the community about the pool's disposal instead of opting to only upgrade the amenities. A valuation was conducted of the site, but remains confidential.

Council's general manager Des Jennings said the pool's amenities were in desperate need of upgrading and it would cost more than $550,000 alone.
"The usage at the Ross Pool continues to be low and this has been a pattern over the past three to four years," he said.
"Lifeguards supervise the facility and patrons for up to five hours each day throughout the pool season. Some days, the pool may only attract one to three patrons of an afternoon.
"[It] is also the most difficult pool to recruit lifeguards for each season, as there is minimal or no interest from local community members to become a lifeguard.
"A large proportion of lifeguard applicants reside in the Launceston area and do not want to travel to Ross, as it is too far."
The facilities were built by members of the community in conjunction with the council before it was opened in 1962 and are open from December to March.
