It comes after confusion regarding whether councillor Cheryl Arnold would automatically become mayor if neither of the other candidates were elected as a councillor.
Mr Hawkey said that was not the case because both of the elections were separate.

"Whatever happens in the council election does not determine what happens in the mayoral one and to infer that ... is clearly wrong and misleading," he said.
He said if a mayor was to be elected who wasn't a councillor then there would be a second election.
"Under the Local Government Act as things are it infers that there would then need to be another byelection but that would then only be for the position of mayor," Mr Hawkey said.
Mr Hawkey said it was a breach of the electoral act to print the name of a candidate on any advertising without their authorisation.
He said if the electoral commission received a complaint about something of that nature they would investigate.
His comments come after social media reports of people passing out flyers discouraging people to vote a certain way.
