The Northern Midlands Council's development application wants to add an entry and exit connection to the northern roundabout to link directly to the residential street.
IN OTHER NEWS:
The proposed eastern exit will house a single 3.5-metre traffic lane in each direction and could potentially service up to 200 nearby homes.
A traffic impact assessment expected the connection would be used 198 times during morning peak hours and 190 times during afternoon peak hours.
The connection is not expected to increase the annual average daily traffic movements to and from residential properties on the street.
The assessment found the fifth leg would allow the roundabout to continue to operate well with minimal queues and delays experienced on all approaches for motorists through to 2030.
The additional link is proposed at the northern roundabout which is located on the existing Midland Highway, about 500-metres north of the town's centre and is expected to be completed in 2020.
The roundabout is part of the Perth Link Roads project, a southern and western bypass of the town with the western link including an interchange with ramp terminals managed by roundabouts on each side of the new highway.
The connection will provide an additional route between Main Road and Seccombe Street and will redirect some vehicles from the existing route to the town centre through the connection.
At present Seccombe Street is a dead-end street providing access to residential properties through Main Road.
The unformed part of Seccombe Street's road, to link to the roundabout, will be subject to a separate future application for construction.
The council's development application is available for public comment until December 20.
