This decision was made during the council's August meeting, after it was originally recommended the council sell the land by closed tender with various conditions including the land remain in use as an airport.

A foreshadowed motion put forward by a councillor raised concerns about the legalities of selling the land with attached conditions, which resulted in an approval to sell by open tender.
After legal advice was sought by general manager Shane Power, it was decided the council would review the tender process on Tuesday, September 24.
