The development application, which was lodged with the City of Launceston council, said the hose tower would be built about 150 metres from the nearest house.
The 20-metre tower will be in operation during business hours from Monday to Friday, with about one delivery truck a week from each region and a return load, as well as a possible increase in bushfire season.
An interim hose maintenance facility is based at Rocherlea, but the operation will move to Youngtown once construction is complete.
The development application closes on July 24.
