State secretary Stuart Benson said determined the review was an internal document which mad recommendations on how Labor could improve and win government in 2022.
“The report contains recommendations on operational matters which are purely matters for the Labor Party,” he said.
“I have said all along this is an internal party document and I do not plan to give away our strategies and tactics to our political opponents.”
Mr Benson said the report’s recommendations would be shared with party members through a series of forums and meetings.
The review was completed by Queensland Labor Senator Anthony Chisholm, ACT Labor secretary Matthew Byrne, former Tasmanian Labor Senator Nick Sherry and Tasmanian Labor Senator Anne Urquhart.
The panel consulted members of the Parliamentary Labor Party, unions, campaign staff and party members during the review.
Labor polled 32.63 per cent of the vote in 2018, up 5.3 per cent from 2014, to the Liberals’ 50.2 per cent.
