Windermere independent MLC Ivan Dean spoke about Cr Barwick as a nod to the Beechford woman serving more than 25 years on the council.
Mr Dean spoke about her past as a member of the Beechford Association.
It was while with that organisation that Cr Barwick attended her first council meeting.
"Her life has never been the same since," he said.
"Twenty-five years on, Heather has been re-elected five times, has held the position of deputy-mayor and in 1995 Heather was the first female elected as George Town mayor in almost 200 years.
"She now proudly stands as the longest-serving female member of the George Town Council."
Mr Dean noted Cr Barwick's efforts for the region.
"During the years Heather has played a major part in procuring almost $700,000 for the community," Mr Dean said.
"She is well loved in the community for her unending dedication, her tireless hard work and her selfless approach to always being available for any constituent at any time.
"Heather has proven her value to the community time and time again, and has been acknowledged for her commitment through her continued re-election at local government level."
The George Town Council will host its annual meeting on December 11.
