The $3.7 million project between Barnbougle’s Richard Sattler and North East Tasmanian Sand was announced in February.
It aims to remove excess sand from farmland in Anderson Bay and ship it to Sydney.
The venture is expected to create 75 full-time positions and generate about $27 million each year for the next 30 years.
Authority deputy chairman Ian Abernethy said that several factors were considered before the final decision was made.
These included potential impacts on geomorphology, flora and fauna habitat and noise.
``Appropriate management measures will include exclusion fencing of adjacent wetlands, limits on where and how deep sand can be extracted and monitoring of ground water, to ensure that hydrological processes are not significantly impacted,’’ Mr Abernethy said.
A permit application was submitted in June 2014 and attracted no public representations.
