"Importantly, here in Tasmania, we have the highest first-dose rate out of all of the states, we're closing in on 96 per cent first dose."
The news that Tasmania has reached the 90 per cent fully vaccinated rate for over-16s comes only four days before the state's borders are due to reopen to interstate visitors on Wednesday.
On Friday, Mr Gutwein announced changes to the border reopening rules for residents travelling to and from COVID hot spots in Victoria, NSW and the ACT.
"All Tasmanians who travel to high-risk areas will be required to have a COVID-19 test, regardless of how little time they have spent there," he said.
At the time, he had said the state would reach the 90 per cent double-vaccination rate for over-16s by the end of the weekend.
