Mr Gutwein has announced that dancing and standing will be allowed at large events, and pubs and clubs from December 6 if all patrons are fully vaccinated.
He said once the borders open on December 15, all staff at these events and venues will also be required to be fully vaccinated
Mr Gutwein announced a five-day vaccination blitz for the 12-to-18-year group starting tomorrow, offering prize incentives.
He has also provided an update on the man who escaped from hotel quarantine in Launceston, who does not have COVID-19.
"Regarding the case who left the quarantine facility in Launceston. He remains in isolation, in fact he is on remand, and will be fronting court today.
"Importantly he has produced a negative test."
