The final housing strategy is planned for release in October next year, after the development and release of research papers, public consultations and draft strategies and feedback.
Housing discussion will take into account a number of factors, including population growth, ageing populations and changing household composition, land availability, construction capabilities, taxes and housing approvals and permits.
It will also consider public and private markets and sustainable housing.
Housing minister Michael Ferguson said public consultation will occur over the coming months to get information from various sectors of the community about how to address housing issues in Tasmania.
He said the new Tasmanian Housing Strategy will explore improvements to the housing market through regulatory systems, strategic land use planning, policies, taxes, subsidies, and capital investment.
"The Tasmanian community will soon have their say on practical actions to improve the sustainability of the housing market with the development of the Tasmanian Housing Strategy," he said.
"We bring together experts in government, research, community, business and construction to provide advice on how to increase opportunities for Tasmanians to get affordable and secure housing."
A series of papers on the housing issue will be released on the new Tasmanian Housing Strategy website in March next year, and written submissions can be submitted also on the website.
