Police Inspector Scott Flude confirmed the driver of a silver Ford Falcon sedan involved in the crash was a 20-year-old female learner driver.
The two people killed in the crash were a 75-year-old woman, who was the front seat passenger, and a 45-year-old man, who was the rear seat passenger.
Crash investigators returned to the scene on Saturday, to determine the circumstances surrounding the crash.
However, Inspector Flude said it was likely that poor weather conditions were a contributing factor.
About 3.20pm, the woman was travelling north on the West Tamar Highway at Rosevears about one kilometre north of Bradys Lookout.
Police say investigations show the driver lost control, coming into contact with a roadside barrier.
The car then continued down the barrier on the incorrect side of the road, before colliding head-on with a white Toyota Hiace van travelling south.
The male driver and sole occupant of the van, and the female learner, were both taken to the Launceston General Hospital in a serious condition.
They are expected to be discharged Saturday afternoon.
The two passengers in the Falcon died at the scene.
Next of kin have been notified, police say.
However, it is not yet known whether the driver and passengers were family.
The two deaths brought the state's road toll to 25 for 2021, marking another dark day in a particularly lethal July and August in Tasmania.
Friday's double-fatality was the third double-fatality recorded on highways in the north of the state in the space of 41 days.
