Tanya Michalek, 58, pleaded guilty to a count of failing to ensure a dangerous dog is under effective control, and a second count of failing to ensure a dangerous dog wears an approved collar at all times.

Lawyer Geoffrey Tremayne appeared for the Burnie City Council, and told the court the council declared Michalek's Staffordshire Bull Terrier named Willer a dangerous dog in March last year.

Mr Tremayne told the court that declaration followed Willer's attack on two other dogs, causing serious injuries.

The owners of declared dangerous dogs are required to ensure their animals have enclosures built at home, and that they wear a muzzle, an approved collar and are on a lead at all times while in the community.

Despite the declaration, on February 10 this year Michalek took her dog to Round Hill and allowed it to run freely, off lead and unmuzzled, Mr Tremayne told the court.

Mr Tremayne said two people who were in the area at the time left when Michalek and Willer arrived and phoned the council's dog inspector.

He said the inspector immediately drove to Round Hill and found Michalek and the dog, which was not wearing a collar or muzzle and was not leashed.

"The defendant said there was no one up there, and no sign the dog could not be there off the lead," Mr Tremayne said.

Defence lawyer Aysha Williams told the court her client was aware of the requirements, but did not believe a danger was presented to another person or dog.

Magistrate Chris Webster asked why she allowed her dog to run freely if she was aware of the dangerous dog requirements.

"She wouldn't like her dog to be attacked, would she?"

Ms Williams said she and her client had discussed that scenario.

Ms Williams said "court is not somewhere Ms Michalek would normally find herself", as she was a prominent member of the community and a respected nurse involved with the COVID-19 vaccination program.

Ms Williams said Michalek would have to report her plea of guilty to the Australian Health Practitioner Regulatory Agency.

Mr Webster fined Michalek $500 and ordered she also pay the council's legal costs.
