The Tasman Highway development, which will be completed in three stages, had previously been deferred at the council's meeting last month.
The developers had given council until July 1 to make a final decision, meaning the issue had to be resolved at the June 22 meeting.
The DA is part of a larger development which is planned to contain 600 lots, a golf course as well as eco-homes and holiday cabins.
The 47-lot development is the fifth stage of the development but there is no compulsion for council to approve all the stages together.
Cr Rob Churchill amended the application to make adjustments to the stormwater plan in sections 15 and 17, to explicitly intend stormwater for usage on the proposed golf course.
The golf course was once again a prominent issue raised in discussion with the specific area plan enforcing that the stormwater be used on the course but at the moment, the course is not built.

The major concern was how the application complied with the specific area plan in place for the development which Cr Cheryl Arnol shared in her summation.
"My understanding is this is a standalone DA which fits within the SAP, on that basis I am not prepared to make a decision without further written advice in relation to the connection between the SAP and this DA," she said.
I am sorry I am not sure how I am supposed to vote on this

Deputy mayor Jenny Woods shared Cr Arnol's confusion over the matter regarding whether the DA, with changes to its conditions, was in keeping with the SAP.
"How am I supposed to make a decision on this when I don't know, it's a motion that now has changes ... it's substantially changed," she said.
"We're now having to make a decision on something I am totally confused.
"I don't know how to vote."
Mayor Robert Young reinforced that the council had to make a decision on the DA due to the impending deadline on July 1.
"We are in a position where we have to make a decision otherwise we'll run fowl within a few days of the local government act," he said.
All councillors except Cr Woods voted for the motion.
