One week on from downing flag favourite Launceston, North will have 21 changes across seniors, development league and under-18s with a host of youngsters unavailable.
SATIS matches at either end of the state will strip both North Launceston and North Hobart of their younger talent, possibly including Devils players, as will Sunday's state under-17 trial match.
The Bombers have made four changes to their senior side, with North Hobart making seven.
"Trying to field under-18 and development league sides has been a nightmare," Cox-Goodyer said.
"It's a funny week where player availability is scarce and I'm sure North Hobart's the same, so we've just got to take what's in front of us and put our best foot forward."

North has named three more debutants, taking the club's season tally to 13.
Development league captain Jacob Kerr, vice-captain Alistair Bourne and 2019 flag winner Andy Potter will all play their first game with Theo Ives named in defence.
"[Kerr] has been around the club for a long time and he's like the spark of the club - he's always up and about, always talking, he's that kind of guy," Cox-Goodyer said.
"Everyone loves him and it's a big reward for effort because he's put a lot of work in the last couple of years - same with Alistair Bourne, he just does what he needs to do.
"Andy Potter plays forward - a lot of his mates went to Perth over the pre-season and he stuck at it which is all credit to him."
Sitting at 5-2, the Bombers will follow Saturday's North Hobart trip with Clarence (at home) and Lauderdale (away) before the bye.
"Not many people had us being where we are at the moment," Cox-Goodyer said.
"Being able to blood double-digit debutants this early in the season will only hold us in good stead."
