Centacare Evolve Housing wants to build six, two-bedroom units for people on low incomes on land it purchased at Sunnybank Close in St Helens.
Centacare Evolve Housing chief executive Ben Wilson said the units would be allocated to priority applicants from Tasmania's social housing waiting list once local government development approval had been sought.
"There are almost 200 people in the region who are looking for safe and secure housing," Mr Wilson said.
"With community support, we hope to house these priority clients within six months.
"We will consider the needs of each individual client when allocating the homes to ensure they have ease of access to services and transport."

Mr Wilson said it was not simply a matter of handing over keys to new tenants.
"We incorporate wrap-around services in support of our clientele from the moment we start planning for such a development," he said.
"The proposed development is for people 45 years and older who are on low incomes.
"Our joint-venture partner CatholicCare Tasmania will provide our clients with access to a broad range of specialised services that will be available to anyone in the St Helens community via referral."
The development is being completed under the State Government's Regional Supply of Social Housing initiative, targeting new social housing supply in regional areas of Tasmania.
