The 2020 NTFA season was called off earlier this month, leaving players across six divisions to face the prospect of a year without football.
A by-law issued by AFL Tasmania last week allows players whose clubs are not competing this season to make a temporary transfer before reverting to their normal club on October 31.
A number of NTFA stars look set to make the jump to State League level, however, Smith said his side would not be signing up any of the NTFAW's leading talent.

"They've tried already, some players have been contacting the club," Smith said.
"I've just made a rule that the girls have been training since October - I'm not going to sell them out to players who just want to come so they can have a game now.
"If they wanted to play with us they should have come in October.
"Regardless of what other teams do - I've heard other teams are going to load up and take some players - I just wouldn't do it to my players.
"They've committed to us so we'll commit to them and see how it pans out."
The NTFA cancelled its 2020 season on June 3 after identical calls from the Darwin and Oatlands associations.
The SFL looks set to go ahead with women's and men's competitions pencilled in to begin from July 18 and 25 respectively.
The TSL and TSLW seasons will begin on July 18 and culminate in October 18 grand finals, with a fixture release expected in the next week or two.
