"We are going to have a fantastic day of racing and more importantly for a lot of people it is a really good social outing," he said.
"The carnival atmosphere that is created is something that everyone savours."
Mr Scott said he encouraged people to enter The Examiner Fashions on the Field competition with big prizes up for grabs for the best dressed men and women.
"The fashions on the field is always a great draw card and we expect a high standard of entries this year," Mr Scott said.

Ladies have the chance to win a five night return trip to Singapore with accommodation and flights paid for and $1000 spending money.
The men on the other hand could win a similar prize but instead of going to Singapore they could be headed to Bangkok, Thailand.
Mr Scott said it is definitely worth 'frocking' up and performing.
Anybody is free to enter the competition, with judging starting at the same time as the first race.
It won't just be racing and fashion keeping people busy today with entertainment available all over the track.
Gypsy Rose will be playing in the 4 Pines in the Palms beer garden, The Tassie Tenor will be performing in the Jansz Corporate Marquee and Matthew Garwood will be on the main stage and the Leger Lawn Marquee.
Mr Scott said he hoped to get as many people possible to the event and that everyone got home safely.
"[I] just [want to] make sure everyone has a great day and enjoys themselves and gets home safely," he said.
According to the Bureau of Meteorology attendees can expect a top of 19 with a high chance of showers in the morning and early afternoon.
Gates open at 10am for the biggest event on Launceston's horse racing calendar, the Ladbrokes Launceston Cup.
Races kick off at 1.15pm at the Launceston Racecourse with the last race commencing at around 6.30pm.
If you are driving to the event parking is available at the centre of the track but if driving isn't your style return buses from St Johns Street to just outside the track will be running every 15 minutes.
Kids under 16 enter free otherwise tickets at the gate will cost you $35 or $30 with concession.
