Since opening in August, the park's popularity had continued to soar, City of Launceston mayor Albert van Zetten said.
Work is underway on installing drainage in the main lawn area, which will then be covered in top soil before the lawn is sown next week.
Cr van Zetten said the grass should be ready to use after Christmas.
A new asphalt multi-use court has also been installed next to the existing basketball court.
"The popularity of the basketball court has been overwhelming, which has prompted a small redesign to accommodate a second court, which can be used for sports such as netball or basketball," Cr van Zetten said.
He said the second court area could double as an events space, particularly ones requiring parking space for vans and other vehicles. The council has already received one proposal to host regular community events at the park.
"Obviously, there's a desire among the community to have events and activities, such as food vans, at Riverbend and that's something we will look to accommodate in the not-too-distant future," he said.
"However at this stage, our main priority is to finish the park."
Three-phase power and water has also been connected at both ends of the playground.
Cr van Zetten said it was rewarding from the council's perspective to see the park's success.
