At Thursday's council meeting, the Draft Launceston Local Provisions Schedule is expected to be endorsed by the council.
From there, the council will lodge the draft plan with the Tasmanian Planning Commission for assessment, which will be followed by public consultation.
Amendments to the Land Use Planning and Approvals Act started in 2015, with the aim to provide a single planning scheme for Tasmania. Each council currently has its own scheme.
Although some state planning provisions came into effect in March last year, they have no practical effect until a Local Provisions Schedule is in place in municipal areas.

The City of Launceston council sent about 7500 individually addressed letters to landowners in July to inform them about a potential zone change, a change to a heritage listing status or scenic management overlay.
More than 400 landowners contacted the council for clarification, and to provide feedback on the proposed draft changes.
A number of key changes are proposed to the Launceston Interim Planning Scheme under the plan, the council said.
"In many circumstances, the zoning will translate from the LIPS 2015 to the draft LPS. For example, the substantial urban residential area which is currently zoned general residential will be translated into the zone also known as general residential," it said.
"The majority of zoning across the city will in fact stay in a zone of similar purpose, even if the name is different."

The council's agenda said the municipality was "considerably different" from its neighbouring councils.
"Whilst the state government has decided to maximise commonality through the State Planning Provisions, inevitably there needs to be local differences between municipalities to reflect the characteristics of local areas," it said.
"These local variations are achieved through the Local Provisions Schedule for each municipal area in Tasmania."

All final documentation and supporting reports will be made publicly available during the formal advertising period, and a community consultation and communications plan has been prepared, the council said.
When formal advertising will occur is unknown at this stage because it is reliant on the Tasmanian Planning Commission.
The local provisions schedule is planned to be operational in Launceston by mid 2020.
The council meeting will be held at 1pm on Thursday.
