It was the third consecutive year Mona Foma had won the category, and ensured it remained the top of its class even after the shift to the state's north.
Launceston acting mayor Danny Gibson said the award put the city on the national stage for the arts.
"This is a fantastic win and I would like to sincerely congratulate Brian (Ritchie), his team, the team at QVMAG, and everyone who made Mona Foma 2019 possible in Launceston," he said.
RELIVE THE ICONIC 'MAN' SCULPTURE IN CATARACT GORGE FOR MONA FOMA, 2019:
"This award is an indication that Launceston is fast earning itself enviable cultural credibility on the national stage.
"The arts are really proving themselves to be a mechanism through which we can highlight Launceston's liveability and social capital to new audiences, and I'm looking forward to Mona Foma 2020 with a great deal of anticipation."
Mona Foma 2019 was judged the best in a field of four finalists that included WOMADelaide, Vivid LIVE 2018 and Chugg Entertainment and Rob Potts Entertainment Edge.
MORE FROM MONA FOMA 2019:
The event was held in Launceston across eight days in January and took in the city's cultural institutions: QVMAG, Albert Hall, Civic Square, City Park, Earl Arts Centre and Cataract Gorge.
The "man" sculpture in the Gorge was a particular highlight for many attendees.
"Amanda Parer's inflatable sculpture, Man, at the Cataract Gorge was something that really captured people's imaginations and while Man is arguably the lasting symbol of the event, Mona Foma really brought so much more to our city," Cr Gibson said.
"We even saw a special plane of Mona Foma guests from around Australia flying into the Launceston Airport to take in everything the festival had to offer, and it was just fantastic to see the enthusiasm of the organisers, led by Brian Richie."
