The council will vote whether to adopt the changes at its meeting on June 24.
Due to a reevaluation of properties in the Break O'Day region by the Valuer General, there was an overall increase of value in property throughout the municipality.
The reevaluation did not offer a consistent percentage across the board due to the increases impacting properties across the municipality differently.
This meant some ratepayers will have an increase in rates and some will see a decrease in their rates for the 2019/2020 financial year.

Due to the differences in property values, the council decided to decrease the cents in the dollar for residential, commercial, and primary production from 8.26554 cents to 8.10 cents.
The primary production rate will remain the same.
Waste charges will increase by about three per cent to assist in covering the cost of providing waste services to the region.
For the next financial year, a 140-litre bin will cost $94.50 and a 240-litre bin will cost $154.
