The council's general manager Michael Stretton said it requested further information be prepared, including a separate report detailing the specific congestion issues around the Goderich-Lindsay Street intersection, which forms part of the master plan.
He said the master plan is due to to go back to the councillors for a decision in the coming weeks.
Calls for the area's traffic issues to be fixed as soon as possible have been raised after developer Errol Stewart announced a $50 million residential tower plan for opposite the Silo Hotel.
The master plan was first discussed in April 2018.
A revised master plan was released in October the same year, but discussions were deferred because of the upcoming local government elections.
