His resignation was given to the council's general manager Martin Gill on Friday.
"He hasn't said why to me, I've heard rumours, but he hasn't said exactly why, apart from that things had changed in his life and he wants to pursue other avenues," Mr Gill said.
Cr Connor had been a part of a council that had achieved a lot, Mr Gill said.
"He's been a great representative for urban areas of the council ... he's been very strong on what Blackstone Heights should be getting from a councillor," Mr Gill said.
"He's also been one of the few councillors over the last 10 years that have really pushed for knowledge on the digital and social media."
Mr Gill said Cr Connor, who was a councillor for seven years, was known for bringing a unique view on issues.
A recount will be held to fill the vacancy.
