His address will be made on Tuesday afternoon.
The Tasmanian Parliament has not sat since November last year and its resumption was delayed by a week to allow a recount for a replacement for Rene Hidding who resigned last month.
John Tucker will be the new member for Lyons and in Braddon Joan Rylah will replace Adam Brooks who also resigned in February.
With a shortage of affordable housing and rising rents, Mr Hodgman is expected to announce the development of new planning rules to allow for in-fill housing projects in urban areas.
He will reiterate that health remains a top priority and provide details on Tasmania's first integrated medical and search and rescue helicopter service which is expected to lead to faster response times in emergencies and to save lives.
All of Tasmania's major hospitals, including the Launceston General Hospital, will be connected to the new service with onsite helipads.
Mr Hodgman will outline the government's plans to continue to develop the state's key industries including agriculture, renewable energy and tourism.
He is likely to affirm the government's agenda to build on Tasmania's eco-tourism credentials and the EOI process that is seeing world class tourism developments in wilderness areas.
Mr Hodgman is expected to detail 280 milestones he expects to reach as part of the government's plan for its second term in office.
