During its first meeting of the year, council noted the build up of bins in the area had become an issue and inconvenience for the community.

Development manager Michael Purves noted in his report that the issue was prevalent in areas with multiple unit developments, such as Legana.

“It is clear that the collection of waste, recycling and now FOGO bins has an impact on the immediate area of unit complexes,” Mr Purves wrote in the report.

“Recent development trends demonstrate unit complexes have continued to increase over the last years and are expected to continue.

“This suggests that impacts will continue to increase as more unit complexes are built.”

The council had initially tried to solve the issue through applying planning scheme standards that would allow for bin collection for units on internal lots.

However, the state government’s standardised state housing provisions meant the council’s scheme was removed.

The council decided that the most efficient way to solve the issues around the bins was to get an industry based response from the Local Government Association of Tasmania.

“Councils can deal with this matter through their waste management and road functions, which rely on a response after the problem exists”, Mr Purves wrote.

“Planning scheme standards need to consider the ability to collect and empty bins as part of the design process.

“Given that the efforts of council staff have not resulted in change to development standards, it is time to seek an industry-based response on this matter through the LGAT.”

The council concluded that LGAT should lobby the state government for reforms in waste management and allow for the possibility of alternative waste storage to be used in unit developments, such as a site skip bin.
