Mr Norrish suffered brain damage after being “bashed” in St Kilda about 20 years ago, and Ms Williams fears the worst.
He has gone missing overnight before, and was found by the SES within 24 hours lost in an expanse of bushland around Bakers Beach, and another time at Rocherlea.
Ms Williams’ family has been combing the bush for Mr Norrish, along with an emergency services search and rescue effort.
Ms Williams said she was “devastated” thinking about what could have happened to her brother, and broke down crying as she described how difficult the past few days have been.
“No one knows how I feel,” she said.
“Because he’s got brain damage … you know?
“He loves fishing, but we’ve checked all the water sites.
“He’s been missing before but they found him after one night, but now he would have been four nights.”
Mr Norish was seen riding his bike to the tip on Sunday morning, and was also sighted on Monday around 1pm at St Helens, and around 9pm at Stiegliez.
“I reckon he’s gone off the tracks and gone bush,” Ms Williams said.
“There’s that much bush down around St Helens...”
“We walked up and down the streets yesterday, and there was nothing.
“He could have been knocked off the bike, anything could have happened.”
Mr Norrish 52 years old, and is described as being about 174 centimetres tall, of a slim build, fair complexion and with a long and pointed brown beard. He also walks with a limp.
He was last seen wearing cream cargo style pants, a dark coloured zip up jacket and black Blundstone boots, and was riding a red mountain bike.
Anyone with any information is asked to contact the St Helens Police at 13 14 44, or anonymously through Crimestoppers at 1800 333 000.
