Mr Howard took over after former mayor Barry Jarvis died tragically in a car accident in 2015.
He said if elected, his main priority for the next four years would be securing the funds to upgrade the Sideling, the main access road into the North-East, to improve its quality for general use and to make it appropriate for B-Double trucks transporting goods in and out of the region.
“Also, trying to improve the economy in the area – while it’s not strictly a council job, it’s one of the things you have to take on,” he said.
“The North-East went through a period where we lost eight or nine hundred jobs, and we had to try and resurrect that.
“In the last four years we have taken some giant strides forward in terms of reinvigorating the economy, and a lot of it’s been through council.”
