A 93rd-minute winner saved the Reds for at least another week to retain their 20-game winning streak.
Ebony Sims was given space and time to put the ball past the City keeper.
Ulverstone had led by two goals and looked on target for a comfortable win before City pulled back the next three goals to sniff an upset.
Lillian Shegog, Keilin Fagan and Emily Hernyk all scored for the Devils.
But Georgia Foote went on to equalise during the 67th-minute to keep the Reds’ run well and truly alive.
Ulverstone are now just one more victory away from setting a new Women’s Soccer League record.
Hobart Zebras had won 20 times and conceded a draw in the inaugural statewide competition last year.
