On Tuesday, the Meander Valley Council will vote on the report.
The region’s mayor Craig Perkins said the recommendation was to receive the report, but not endorse it.
“The challenge with endorsing it is that people might think we’re going to go ahead with it. But there are significant financial implications about that,” he said.
“The challenge for us to think about [on Tuesday] is the significant cost involved. There is huge cost involved in both funding it and in upgrades and then how we manage and fund the operation.”
The study was completed in January, with the project’s cost expected to be about $28 million.
Since then, the Community Working Group has continued with the proposal, and has outlined a number of recommendations.
The recommendations include expanding the Deloraine Community Complex to include additional indoor sports courts and other indoor facilities, the possible relocation of the football club, and the provision of pathways to the Deloraine Community Complex from neighbouring schools and the town centre.
A number of public meetings have been held about the proposal since the report was released.
Cr Perkins said there would be challenges about where to take the precinct plan from here.
“I think the next step is to understand how we fund it, and how the community funds the operational cost because it would have an impact across all rate payers.”
