It is understood the complaint has been upheld by a panel, independent from the Burnie City Council.
It was submitted by Alderman Malcolm Ryan after an email allegedly addressed to Alderman James Simpson referred to "M.R.", who Alderman Ryan believed was him, as being a "complete loser" with "no real prospects".
It went on to call him "Mr no balls and less brains" and said he would be "sleeping under a bridge and drinking fruity lexia" if it wasn't for his alderman's allowance.
"I went to the meeting but I had to leave and go to work so I didn't bother contesting it," Alderman Kons said.
"I'm there at council asking the hard questions that other aldermen aren't prepared to ask."
Mayor Alvwyn Boyd declined to comment on the matter.
Attempts to contact general manager Paul Arnold were unsuccessful.
Alderman Ryan submitted the complaint in October after the email was sent on August 9.
Alderman Kons is a former attorney-general and deputy premier, once touted as a future premier.
He was found to have misled Parliament over the aborted plan to appoint Simon Cooper as a magistrate in 2008.
A shredded document showed that Alderman Kons had signed off on the appointment.
In 2008, he was also forced to apologise to former Supreme Court Judge Christopher Wright for suggesting Mr Wright had used his position on Tasmania's Resource Planning Development Commission as a "money-making exercise".
