Police nabbed the two boys on motorcycles about 7pm, near South Greenfield Drive at Riverside.
Both were charged with speeding and evading police.
Less than six hours earlier, a 16-year-old South Launceston boy was killed after he lost control of his trail bike and ploughed into a give-way sign.
A second rider, who was travelling behind the boy, witnessed the fatality.
Police have refused to name the deceased.
On Friday, Acting Sergeant Dean McMahon said: “I am shocked that such behaviour has occurred so soon after the tragic death of one of their friends.
“Young men are risking their lives or suffering serious injury by behaving in this way.”
Thursday’s fatality blocked the road for several hours.
On Friday, officers conducted testing to determine the speed of the bike at the time of the crash.
