The City Heart project began in 2014, and includes contributions from more than 6000 people in the Launceston community.
The project will include redevelopments for inner-city areas such as the Quadrant Mall, The Avenue, Civic Square, and the Brisbane Street Mall.
Stage one of the proposed plan will be taken to the council's meeting on Monday.
The first stage, an overhaul of major public spaces, will start in February with the redevelopment of the Quadrant Mall.
Plans for the mall include more seating, interpretation spaces, more plant life, and an emphasis on outdoor dining.
About $36 million will be spent on the City Heart project, and the council had budgeted a contribution of $10 million.
Launceston mayor Albert van Zetten said the project was a fundamental revitalisation of the central business district.
"The proposed first stage of the master plan aims to make Launceston's CBD an unique and interesting place to visit and enjoy, both socially and in terms of its dining and retail experiences," Alderman van Zetten said.
"Our major priority is to have the people of Launceston engaging with the CBD on a daily basis, enjoying multiple offerings across a variety of eateries, cultural activities, events, quality retail offerings, and exciting infrastructure."
He said the council will seek to partner with the state and federal governments to deliver the project.
