After impressing at the Victorian draft combine last weekend, the 17-year-old finished six votes clear of fellow North-West Coaster Beau Nash.
Payne had a consistent campaign with the Devils, averaging 18 disposals, five marks, three tackles and five rebound-50s per match off the half-back flank - enjoying his best game against the Northern Knights.
He collected 31 disposals, including a massive 25 kicks, and 13 rebound-50s in the Devils' five-point, round-12 loss at North Hobart Oval.
Devonport's Nash averaged 21 disposals, six tackles and three inside-50s per game, while Northern Tasmanian trio Oscar Van Dam (North Launceston), Thomas Beaumont and Colby McKercher (both Launceston) rounded out the top five.
Van Dam was named Devil of the Year as Devonport's Harry Elmer's efforts saw him named the Toby Nankervis Rising Star.
Launceston draft hope Arie Schoenmaker didn't go home empty-handed, named the side's best player in finals, while Jack Dolliver won the Brody Mihocek Award as the leading goal-kicker - booting 28.
GIRLS
Kingborough bottom-aged talent Meg Harrison won the girls' best and fairest, beating Tigers clubmate Mackenzie Ford by eight votes.
Harrison averaged 13 disposals, three marks, three tackles and two rebound-50s per game, while tackling-beast Ford averaged seven per game alongside 14 disposals.
North Hobart trio Mackenzie Williams (who also won the rising star), Ava Read (leading goal-kicker with 20) and Grace White rounded out the top five.
Ulverstone's Candice Belbin won the Coaches' Award, while Sandy Bay's Sophie Strong was unveiled as the Devil of the Year.
UNDER-16s
North Launceston's Jasper Hay won the Grant Birchall Medal for the under-16 best and fairest, beating South Launceston's Lucas Wootton by two votes.
Hay finished on 38 votes, with Wootton on 36 and Jack Miller, Lachie Harris and Malachi Sheehan 30.
The girls' was tighter, with East Launceston's Harriet Bingley beating Launceston's Jorja Haberle 30 votes to 29. Priya Bowering (28), Mischa Barwin (26) and Olivia Pringle (25) rounded out the top five. Miller and Bowering were given the 'Devil of the Series' awards, while Sheehan and Barwin won the Coaches' Award.
