"It has been humbling to see such resilience shown by the people of Devonport.
"It's hard to imagine how the past 12 months have been for the families and those affected deeply."
Cr Jarman assured those attending the commemoration that they "are not alone".
"You are never far from our thoughts and I'm sure there isn't one person in our city that hasn't been impacted by the tragedy," she said.
"While it is still difficult to process for many, it is important that we all continue to support one another as best we can and to continue to seek the necessary help we need.
"For those attending Thursday's one-year commemoration community event..., please know that you are not alone.
"We are all there with you, remembering those precious children and those who have had to navigate this past year without them.
"Are hearts are always with you."
