Cr Fairbrother's name was not on the list of election candidates finalised by the Tasmanian Electoral Commission on Tuesday.
Cr Fairbrother was found guilty in April of a charge of prohibited behaviour.
It was found he had flashed his penis three times at a lawyer and her teenage son on a North-West beach.
Cr Fairbrother was fined $800 and the magistrate ordered his name be placed on the community protection register for two years.
The matter led to unrest at the council, with a range of councillors and members of the public calling on him to quit.
Councillors passed a motion of no confidence in him in June and code of conduct complaints were lodged against him.
The code of conduct process led to a three-month suspension, meaning he would not serve as a councillor again before the election.
Cr Fairbrother argued he had not breached the code because he was not acting as a councillor at the time in question.
The code of conduct panel rejected that argument.
"This was a serious breach that undermined public confidence in Cr Fairbrother, the council and his local community," its decision said.
Cr Fairbrother was first elected to the council in 1996.
His profile for the council website described him as "quite competent".
"He strives to adhere to council's values, which reflect his own personal attributes," it said.
Cr Fairbrother's profile and contact details were removed from the council website in recent times.
Voting for the state's 29 council elections will be compulsory for the first time.
It will be a postal ballot, with ballot material expected to be sent to electors in the week of October 3.
The poll will close on October 25.
