It follows the historic cancellation of the 2020 roster due to the COVID-19 pandemic with games not played in the district for the first time since World War II.
Furthermore, Oatlands and Swansea, who pulled out of the 2020 season prior to the cancellation of the roster, will again be in recess in 2021, leaving five teams to battle it out for inaugural season of the Barwick Shield.
The 2019 Premiership flag will be presented to Mt Pleasant when they welcome Campania to their home ground for the grand final rematch.
The Mounties have had a strong pre-season and will again be a competitive outfit coached by Jordan Byers.

Co-captains Tom Birchall and Joel Hazelwood will provide plenty of onfield drive while the club also welcomes several young players in Nicholas Davis, Lachlan Green, Ashley Rowlands and William Iles.
Campania will be led by Jonathon Paul and is hoping to be competitive on the field.
Triabunna and Campbell Town go head to head at Triabunna.
Ryan Sweet will lead a young Roos side and welcomes youngsters Dylan Peart, Joel Sceney and Blake Rogers who will look to stand tall across the forward half.
Captain Jarrod Kaye is expected to again find plenty of the ball while backman Alex Sweet will look to maintain possession in defence.
Campbell Town will again be led by Jodi Ashman and his young side will be keen to break a 31-game losing streak.
Several players have returned to the Robins' nest in captain Matt Carlile, Louis White, Sam White and former coach Clinton Burn who will be looked upon to create scoring opportunities.
