Tourism Industry Council Tasmania boss Luke Martin proposed over social media the state should bid to host the season finale in October.
The move would promise to bring financial relief to the state with the lowest number of coronavirus cases that has been without revenue from its eight AFL games between Launceston and Hobart.
Martin tweeted on Thursday to @TasAFLteam and @ExaminerOnline on "why not play the @AFL Grand Final on the widely-acknowledged best playing surface in the country, and end this strange year with a long overdue nod to a footballing heartland?"
Gutwein responded at his press conference on Friday in Hobart with no thought of fulfilling the 2020 contractual obligations with AFL clubs.
"In terms of AFL, as I've said, my view at the moment is we should be concentrating on keeping Tasmanians safe," he told reporters.

"I have said previously that having AFL footballers come into Tasmania is a very low consideration of mine.
"In terms of Luke's tweet, I've seen it myself - he's a prolific tweeter [and] some more interesting and humorous than others. But look, we want to keep Tasmania safe and in terms of our border restrictions we will be guided by public health [advice].
"I can assure you we won't be allowing the football to occur in the state until when and if that public health tell us it is safe to do so."
Tasmanian tenants North Melbourne and Hawthorn are two of four clubs that have earned the wrath of the AFL for breaching protocols of self-isolation in their hubs.
State government forced the abandonment of North Melbourne's home game on August 9 against Melbourne in Hobart due to COVID-19 restrictions while their clash with Brisbane Lions six days later appears in grave doubt.
