Police allege the learner driver was operating the vehicle without a supervisor and under the influence of alcohol.
According to Tasmania Police Inspector Ruth Orr, a green Holden Commodore was intercepted on High Street after it was seen travelling on the Midland Highway.
"The vehicle had 'P-plates' displayed, but the driver was the holder of a learner's licence and was not accompanied by a fully-licenced adult," Inspector Orr said.
IN OTHER NEWS:
Inspector Orr said the driver blew a blood alcohol reading of 0.04.
She said the vehicle had four other passengers, one of which was a small child.
"Ahead of the long weekend, Tasmania Police would like to remind motorists to be safe while travelling on our roads," Inspector Orr said.
"Police will be conducting high-visibility patrols throughout the weekend, but we'll also be using our unmarked cars and motorcycles."
Police said the driver will appear in court on a later date.
