The incident occurred on Lilydale Road and resulted in a 35-year-old man receiving a non-life threatening gunshot wound to his forearm.
He was taken to Launceston General Hospital where he received medical treatment.
Acting Inspector Mel Groves said the man underwent surgery on Sunday and remained in a stable condition in hospital.
She said the shooting was an isolated family incident on a remote property and there was no threat to the general public.
"During an argument between family members a firearm has been discharged and as a result a 35-year-old man from Karoola has sustained an injury to his right forearm," she said.
Acting Inspector Groves said the 40-year-old man had come into custody of his own free will on Sunday afternoon.
"I just want to reiterate there was no risk at all to any member of the public," she said.
"This was an isolated family incident on a rural property."
The man was charged with wounding, firearm and drug offences. He will appear in the Launceston Magistrates Court on Monday.
Government responds to spike in gun violence
It was the third shooting event in Northern Tasmania this year, and Lyons MHA Guy Barnett said the government was committed to delivering a safe and secure community for all Tasmanians.
"Whether it's in the North or across Tasmania what is important is safety and security and we want to keep the crime rate down at all times," he said.
He said public safety is a top priority and the government will do whatever it takes to maintain and improve it over time.
"We will try and respond to the demands in terms of the needs across Tasmania but as far as our government's concerned we say its a top priority," Mr Barnett said.
He said since being elected, the government had hired more than 140 new police officers.
The latest Police Corporate Performance report showed serious crime in the North was slightly below the average rate for the past three years.
