The restrictions aims to stabilise river flows to ensure water continues to be available through sensible water use and minimising outdoor water use.
TasWater's asset strategy manager Dunclan Sinclair said Scamander was very dry after experiencing very low rainfall over winter.
"The drier than average conditions have contributed to lower flows in the Scamander River, over the last few weeks flows have dropped rapidly and it is important that we put in place mitigation to minimise the impact on the town." he said.

Mr Sinclair said the restrictions ensured water would be available when residents, visitors and businesses turned on their taps in future.
The restrictions come after Coles Bay was placed on stage two water restrictions last week, and Bridport along with the greater Hobart area placed on stage one restrictions from December 20.
WHAT THE RESTRICTIONS MEAN:
- Gardens or lawns can only be manually watered between 6am to 8am or 8pm to 10pm, but handheld hoses with a trigger nozzle, buckets or watering cans may be used at any time.
- Automatic watering systems can only be used between 12am and 4am on gardens or lawns.
- Hosing for general cleaning of hard surfaces such as paths, driveways and paved areas is not permitted at any time.
- A bucket, high pressure cleaning device or commercial car wash can be used at any time for vehicle washing.
- A handheld hose fitted with a trigger nozzle can only be used for pre-rinsing and rinsing cars at home.
- Pools or spas can be topped up using a hand-held hose fitted with a trigger nozzle, a bucket, watering can or auto-device up to 2000 litres, if more is required an approved exemption from TasWater must be sort.
