A development application, lodged with West Tamar Council, was advertised last weekend.
The units would be developed on Elben Court.
The units, a private roadway, and retraining wall is proposed in the application.
The development would see the units arranged into five clusters of two conjoined dwellings.
There are two proposed types of units, but each of them are split-level dwellings.
Dwelling clusters would be mirror images.
Unit type one would have a double garage, two bedrooms, a bathroom and an ensuite, and open-plan living and dining area, with a study nook. A covered balcony is also proposed and would be located above entry to the double garage.
Six type-one units are proposed.
Four type-two units are planned, and would have a similar floor plan except for having a third bedroom.
The type-two units also have an enclosed courtyard located at the southern end of each dwelling.
"All dwelling units will be constructed of brick," the development application said.
Building area for each dwelling will be cut into the site to a depth of about 3.5 metres.
"Retaining walls will be constructed along the face of exposed cuts," the application said.
"The space between each cluster of dwellings and at the end of the outer dwellings will be terraced with retaining walls."
A 70-metre long, and two-metre high retaining wall would be built below the driveway, and similarly to the northern boundary.
A driveway will be constructed from the property's street frontage and extends to provide private access to each unit.
"The start of the driveway will include a median strip to demonstrate the entry and exit lanes," it said.
Visitor car parking spaces are also included.
The development application is open for comment until October 28.
