The 2 per cent increase limit is set for households and small businesses.
It means an average price rise of $40 for a typical residential customer, and $45 for a small business.

Tasmanian Economic Regulator Joe Dimasi made the announcement on Friday.
Aurora Energy chief executive officer Rebecca Kardos said the retailer was pleased with the regulatory framework.
"As the only regulated retailer in Tasmania, Aurora Energy's prices are subject to the scrutiny of an independent body each year," she said.
"The annual price setting process provides our customers with the comfort of knowing that once prices have been set for the year, they won't go up again."
